The purpose of this position is to design, build, develop, test, and maintain a website and mobile applications as part of an overall marketing strategy for various offices within the Maricopa County Department of Public Health (MCDPH) using various graphic software applications, programming languages, and other related technology so that Maricopa County residents, especially SNAP-Ed eligible residents, can access up-to-date, validated public health information and resources 24 hours a day.

• Develops and coordinates all digital marketing for the Supplemental Nutrition Assistance Program Education (SNAP-Ed). • Maintains all SNAP-Ed online properties---websites, mobile app, and landing pages---ensuring the information is current, engaging, and aligns with the program and specific grant objectives. This includes designing, building, and testing a new website and mobile app content/features, preparing graphic design layouts, and working with outside vendors as needed. • Measures the effectiveness of web properties and mobile apps by establishing qualified metrics, setting up user funnels, analyzing user recordings, and preparing analytic reports for team members. • Coordinates with AZ Health Zone to ensure compliance with all SNAP-Ed/USDA policies and procedures related to social media, online presence, and funding acknowledgments. • Works directly with the Offices of Community Health Innovation, Vital Registration, and Family Health to support digital content development and marketing strategies. • Implements project and online form workflows and creates graphics, including flyers, large format designs, promotional materials, logos, design templates, and infographics. • Monitors and updates website content and measures marketing campaign effectiveness using email marketing campaigns, user recordings, deep links, and Google Analytics. • Works with Public Health’s Office of Epidemiology to conceptualize and present data on the MCDPH website and other online properties. • Supports the digital marketing efforts (such as public-facing websites, social media, and intranet) for both small- and large-scale public health emergencies under the direction of either the lead Public Information Officer or Incident Commander depending on the size of the incident. • Develops and executes targeted communications plans, including print materials for the Supplemental Nutrition Assistance Program Education (SNAP-Ed). • Coordinates with AZ Health Zone to ensure compliance with all SNAP-Ed/USDA policies and procedures related to its branding guidelines. • Supports the development and maintenance of the front-end infrastructure for the department’s intranet by working closely with administrative programs (Finance, Human Resources, and Procurement) that need to get timely information to staff. • Researches and identifies emerging technologies and platforms to streamline public health activities throughout the department, including training staff on new technologies as appropriate.

• Master’s degree or higher in Computer Science or related field. • Advanced web design and development, app design, and development experience. • Experience in developing and executing marketing strategies and communications plans. • Experience analyzing complex systems such as data sets to make the information more easily consumable for residents, developing solutions, testing, and documenting changes. • Experience creating original graphics, design layout, color schemes, and photo manipulation in Adobe Creative Cloud.

Education: Bachelor’s degree in Computer Science or related field. Experience: Five (5) years of web design and development experience. OR Combined education and experience qualifications: An equivalent combination of post-secondary education and/or job-related experience may substitute for the education requirement on a year for year basis
